About the Role and Opportunity

The Manager/Sr. Manager, Energy Policy – Reliability & Security will manage DCC’s engagement on grid reliability matters. This position will work directly with DCC members to identify, organize, and build consensus around positions and policy priorities that impact data center development and operations. They will advocate for the organization’s positions and priorities related to grid reliability with a focus on the North American Electric Reliability Corporation (NERC), regional electric reliability organizations (EROs), RTOs/ISOs, Federal Energy Regulatory Commission (FERC), and state utility commissions. This role will report to DCC’s Director of Energy Policy – FERC and RTOs and work collaboratively and regularly with the entire DCC team.  

This is a fully remote position that will include occasional travel (up to 15%) to engage DCC members and support DCC’s participation in regulatory proceedings, stakeholder meetings, conferences, and other events.

 

Responsibilities

  • Lead DCC’s energy policy and regulatory advocacy on grid reliability matters with a primary focus on NERC committees and stakeholder processes, engagement with regional EROs, as well as in related RTO/ISO processes and state regulatory proceedings on grid reliability.
  • Track, analyze, and summarize evolving NERC standards, FERC regulations, and emerging policy and regulatory trends that could impact data center operations.
  • Serve as a data center industry thought leader on technical grid reliability matters, including reliability standards, voltage ride-throughs, curtailment procedures, demand response, and other grid reliability topics.
  • Establish constructive working relationships with NERC, EROs, RTO/ISOs, regulatory commissions and other key reliability stakeholders.
  • Support DCC’s State Policy and Federal teams with bill analysis and testimony development related to legislation on grid reliability and security matters.
  • Organize and lead virtual meetings, member work groups, and initiatives related to DCC’s energy policy priorities and regulatory proceedings, including meeting agenda development, execution, decision tracking, follow-up, and coordination with outside counsel, experts, and consultants.
  • Provide regular briefings, reports, and summaries to members on important energy policy and regulatory issues and work with DCC members to identify and prioritize engagement opportunities.  
  • Manage DCC’s consultants, including scopes of work, budgets, filing assignments, testimony development, hearing preparation, and alignment with DCC positions.
  • Support DCC’s in-person participation at NERC committee and stakeholder meetings, RTO/ISO meetings, regulatory proceedings, technical conferences, workshops, industry conferences, and other events as needed.
  • Other tasks as assigned. This position’s duties may evolve over time as the needs of the organization change.

Basic Qualifications:

  • 5+ years of experience in successfully advancing key energy policy and/or regulatory initiatives related to grid reliability and security, preferably in NERC committees and stakeholder processes, FERC proceedings and/or in RTO/ISO stakeholder processes.   
  • Ability to clearly and effectively communicate DCC’s priorities and positions to member companies and external stakeholders, including NERC, EROs, commissioners, commission staff, policymakers, utilities, generators, grid operators, and trade associations.  
  • Strong strategic planning, regulatory analysis, and communication skills (oral and written).
  • A member-services mindset and an aptitude for building and maintaining relationships with energy subject matter experts from DCC member companies.
  • Ability to independently manage multiple workstreams, submission deadlines, member work groups, consultants, and internal priorities while collaborating closely as part of a team.  
  • High degree of professionalism and attention to detail.
  • Strong interpersonal skills and ability to work with executives, technical experts, outside counsel, consultants, policy staff, and external stakeholders.
  • Tact and diplomacy, with the ability to maintain confidentiality, professionalism, composure, and discretion.

Preferred Qualifications

  • Background in electrical engineering, power systems, or NERC regulations and compliance
  • Experience managing NERC compliance with mandatory reliability standards for a NERC registered entity
  • Deep understanding of NERC standards (CIP, PRC, FAC, MOD, TOP, etc.)
  • Familiarity with NERC’s inverter-based resource (IBR) registration initiative and current efforts to register large computational loads
  • Experience working with membership associations, coalitions, large energy customers, or trade associations.
  • Familiarity with ongoing reliability efforts underway at FERC and the RTOs/ISOs.

  • This is a virtual position with the ability to work from a home office. DCC may provide office space at a co-working or shared office facility if preferred.
  • Travel (up to 15%) may be required.
  • Must be eligible to work in the United States.
  • Compensation is negotiable and will be based on your skills, experience, and geographic location.
  • National Remote Salary Range: $120,000 – $150,000 base per year. Please note: The high end of this range is reserved for candidates residing in premier cost-of-living metropolitan markets.
